Reston, Va. — June 26, 2020 — Concept Solutions, LLC (CS) is pleased to announce the promotion of John “Rick” Antonucci Jr. to Director of U.S. Air Force (USAF) and Civilian Programs as of May 1, 2020.

Rick has more than eight years of client-facing experience focused on market research and business development. He joined CS in February 2018 as a Business Development Manager, working with the leadership, proposal and capture teams to bid on contracts and attract talent. Most notably, Rick led CS’s proposal effort to win the Kessel Run contract.

“The new role will allow us to better understand and serve our customers with a single point of contact from sales to delivery. Rick’s extensive background lends a unique perspective to excel at the critical confluence of these duties to our valued customers,” said CS President and CEO Phong Mai.

With Rick’s new title, he will continue in his existing capacity as Business Development Manager. But he will now also serve as Account Manager for CS’s team at the Kessel Run Experimentation Lab in Boston, MA, where civilian software professionals work alongside USAF’s best and brightest to modernize the legacy data support systems of the F-35 Lightning II Joint Strike Fighter.

Rick’s new duties will entail overseeing staffing, project tracking and delivery of the Kessel Run team’s exceptional and high-quality work. He will also leverage the team’s successes to explore future defense contract opportunities.

CS looks forward to working with Rick in this new capacity and believes he will continue making significant and positive contributions to the company.

The recent national events highlighting racial injustice and tension in our society are heartbreaking and traumatic and we are saddened that it continues even today in our country. We at Concept Solutions (CS) are deeply disturbed and our hearts are heavy. We are a nation in anguish. We owe it to the diverse people who make up our company, our customers, and our country to listen, take a stand, support and speak up with positive action.

To our Black team members and families, we recognize your pain and feelings of fatigue over the injustices you and your family members have to face each and every day. We are proud that our CS family, employees and customers, is diverse and inclusive of our Black community. Our hearts break for the resilience you have required over our country’s history. We vow to ensure CS is a place of inclusion and solace for everyone.

Systemic racism is deep-rooted in our society which keeps the most disadvantaged and underprivileged people down. A problem of that magnitude requires an equally systematic approach to creating consistent and enduring impact. CS stands united to be part of the solution to change that.  Though CS is proud of the diversity throughout our company, we can always do better.  To make the available pool of candidates in our field better reflect America’s diversity, and being a company steeped in STEM capabilities, CS will provide a donation to National Action Council for Minorities in Engineering (NACME) to increase the proportion of Black young women and men in STEM careers.  Diversity is our strength, and cultivating an environment of inclusion, teamwork, and civility is our duty.

We hope that this letter opens the line of communication so that we can address the issues and have the difficult conversations, not shy away from them.

Reston, Va. — May 15, 2020 — Concept Solutions, LLC (CS) has been awarded the Federal Aviation Administration (FAA) Command and Control Communications (C3) Support contract, adding crisis management and continuity of operations support to its growing role in safeguarding the flying public.

The FAA’s Command and Control Communications Division, AXE-400, is tasked with providing secure, redundant and reliable communications between the Agency’s Washington, D.C., headquarters and its nationwide aeronautical facilities. Whenever a manmade or natural disaster disrupts the standard local, regional or national telecommunications infrastructures, C3’s products allow FAA leadership to directly manage and – if necessary, restore – the National Airspace System (NAS).

Concept Solutions will, under the terms of the C3 Support contract, provide system engineering, network engineering, communications security (COMSEC), intelligence, financial and other administrative support to AXE-400 for up to a five-year period of performance. It will also support and modernize the FAA’s Washington Operations Center Complex (WOCC) and several Regional Operations Centers (ROCs).

Chief among the computer systems Concept Solutions will maintain is the Emergency Operations Network (EON), which integrates web applications, Microsoft SharePoint and a Geospatial Information Systems (GIS) platform to provide a high-level overview, trend analysis and logging of incidents such as laser attacks, unmanned aircraft system (UAS) violations and disruptive passengers.

The Feb. 26 award strengthens Concept Solutions’ rapidly expanding range of technical support offerings to the U.S. Government. The company’s other recent wins include its mid-February admission into the U.S. General Services Administration’s One Acquisition Solution for Integrated Services (OASIS) Small Business (SB) Pool 1 governmentwide acquisition contract, and its October 2019 selection as a prime contractor in the U.S. Air Force’s Kessel Run project.

“We are excited to bring the C3 program into our portfolio of mission-critical solutions that keep our country safe,” said Concept Solutions Executive VP & COO John Krahulec.

Reston, Va. — April 21, 2020 — Concept Solutions, LLC (CS) is proud to announce it has been selected by the U.S. General Services Administration (GSA) for inclusion in “Pool 1” of the One Acquisition Solution for Integrated Services (OASIS) governmentwide acquisition contract (GWAC), a Best-in-Class (BIC) vehicle for providing IT-related management, scientific and technical services to Federal agencies spanning the U.S. Government.

Following the mid-February award, CS has gained membership in one of seven separate multiple award, indefinite delivery, indefinite quantity (MA-IDIQ) task order contracts referred to as OASIS “pools”.

As a member of OASIS Pool 1, CS can bid on task orders for professional management, scientific and technical services including: engineering, mapping, testing, management/business consulting, human resources, marketing/public relations, logistics consulting and environmental.

OASIS is open to all Federal customers, including members of the Department of Defense and the National Security Community. As with other GWACs, it allows a streamlined acquisition method with a pool of vetted vendors with predetermined rates beneficial to the customer. In other words, OASIS provides Federal agencies with an advantage when purchasing IT products and services—they can save time and money by submitting their task orders to a list of pre-approved companies that have already passed one level of the acquisition process.

Selection for OASIS therefore grants an enviable advantage to its members, one which CS is honored to receive. “Concept Solutions is excited to be one of the OASIS vendors and we look forward to submitting our first task order bid,” said CS President and CEO Phong Mai.

Reston, Va. — March 3, 2020 — Concept Solutions, LLC (CS) is proud to announce its selection as a prime contractor on the U.S. Air Force’s Kessel Run project, an exciting and prestigious effort aimed at revolutionizing how the military branch deploys software in support of America’s warfighters.

“This is the hottest software engineering contract in the country right now,” said CS Executive VP & COO John Krahulec, referring not just to the platforms Kessel Run will support, but to the culture shift it represents both inside and outside the military.

Following the Oct. 9, 2019 award, CS joins the USAF and other tech companies at the Kessel Run Experimentation Lab in Boston, MA, which is managed by the Air Force Life Cycle Management Center’s (AFLCMC) Battle Management Directorate at Hanscom Air Force Base (AFB). There, civilian contractors will have the honor of working alongside the USAF’s best and brightest to modernize the legacy data support systems of the F-35 Lightning II Joint Strike Fighter.

At Kessel Run, the USAF has adopted modern software engineering principles more often ascribed to Silicon Valley, including: Agile, the Twelve-Factor methodology, Extreme Programming (XP) and Test Driven Development (TDD.) Small teams will work on a secure, rapid-prototype-friendly Platform-as-a Service (PaaS) provided by Pivotal Labs, unencumbered by the need to support their own development infrastructures. Kessel Run will deploy a Minimum Viable Product (MVP) as cloud-native microservices, application programming interfaces (APIs) and modern user interfaces at rates of three to four releases per day, refactoring legacy Air Force codebases bit by bit rather than forcing users to wait months for quarterly release cycles.

In other words, Kessel Run hopes to overcome the cumbersome U.S. Defense contracting processes that had kept critical military systems effectively stuck in the 1990s. Perhaps its first and most well-known success was in modernizing the USAF’s method for planning aerial tanker refueling operations (then accomplished using whiteboards, magnets, Excel spreadsheets and a VBScript) with a cutting-edge application called JIGSAW that did the job in a fraction of the time and “saved $250,000 in the first week” following its deployment, according to Krahulec.
