Reston, Va. — October 24, 2022, — The U.S. Department of Transportation’s (DOT’s) Federal Aviation Administration (FAA) awarded Concept Solutions, LLC (CS) the Systems Engineering and Technical Innovative Solutions (SETIS), which is a $2.27 billion shared ceiling, ten-year, indefinite quantity/indefinite delivery (IDIQ), multiple-award contract.

SETIS replaces the FAA’s SE2020 and SE2025 contract portfolios. With 11 current awards across the large and small business tracks, CS is one of the few non-incumbent awardees. This vehicle will support the FAA in further transforming the National Airspace System (NAS) through the implementation of NextGen and related programs. CS will lead a team of small and large business partners to provide a broad range of research/service analysis and innovative systems engineering support services.

About the award, Jason Cunha, Vice President, Aerospace Division stated, “Concept Solutions is humbled and honored that the FAA has entrusted our SETIS team to help further their vision and deliver sustained value across a broad range of capabilities, with both innovation and safety as key tenets. This is an exciting time for our evolving airspace system and the people, engineering, and technology driving it forward. Our team is ready to deliver on SETIS.”

As technology is being continuously developed in new ways, the capabilities that our team brings to the SETIS contract blend innovation and modern technology practices to deliver better solutions that are more safe, usable, and secure for the FAA. Reston, VA. — September 27, 2021 — The Air Traffic Control Association (ATCA) has awarded Concept Solutions, LLC (CS) with the 2021 Small Business Outstanding Achievement Award. Our Federal Aviation Administration (FAA) Command and Control Communications (C3) Emergency Operations Network (EON) Team was selected for demonstrating outstanding achievement and contribution, which has added to the quality, safety, or efficiency of air traffic control.

“Concept Solutions is extremely proud to be recognized by the Air Traffic Control Association,” said Phong Mai, Concept Solutions’ President and CEO. “We strive to provide our clients with the safest, most efficient, and highest quality solutions, and this award reflects the hard work from all of our staff to successfully meet our clients’ needs.”

As the spread of COVID-19 proliferated throughout the United States in late April 2020, FAA leadership had a critical need for a system with scoped COVID-19 case data to support the FAA’s operations and transparent decision-making. CS played a key role in recognizing the urgency and criticality of the Administrator’s directive. The technical expertise and contributions of our EON Team was key in successfully developing the COVID-19 Operations Dashboard in just 48 hours and, subsequently, maintaining availability to FAA leadership and employees throughout the pandemic.

The Dashboard continues to play a critical role in the effectiveness and transparency of FAA decision-making throughout the pandemic. The FAA COVID-19 Incident Management Team and the Office of Aerospace Medicine rely almost exclusively on the dashboard when making critical travel and Recovery Phasing recommendations to senior agency leaders.

ATCA award recipients will be honored at the ATCA Annual Conference & Exposition on Tuesday February 8th, 2022. Learn more about the ATCA Awards Program at: https://www.atca.org/atca-awards-program

Reston, Va. — February 22, 2021 — The U.S. Department of Transportation (DOT) and Federal Aviation Administration (FAA) recently awarded Concept Solutions, LLC (CS) a systems engineering and technical support services contract with a focus on integrating Unmanned Aircraft Systems (UAS) into the National Airspace System (NAS).

Under the terms of the $33 million, five-year, indefinite quantity/indefinite delivery (IDIQ), single award contract, CS will lead a team of small and large business partners in helping the FAA Air Traffic Organization’s (ATO) Mission Support Services (AJV) Strategy Directorate (AJV-S) mature concepts and requirements to advance the state of UAS integration in the NAS and enable a range of envisioned use cases including but not limited to: linear infrastructure inspection, agricultural surveillance, small package delivery, on-airport surface inspection, Class A airspace operations, and Urban Air Mobility (UAM) passenger operations.

To achieve these goals, CS will support AJV-S with identifying and confirming NAS system and service enhancements necessary to enable routine UAS operations in the NAS by conducting operational needs assessments; concept exploration, development, and verification; and requirements continuity efforts. CS will mature concepts associated with the adaptation of existing and planned enabling systems, decision support tools, and services; identify corresponding operations, functions, and performance requirements for the concepts; reduce technical risk, quantify benefits, support alternatives development, and identify safety concerns; and arrive at and evaluate program-specific operational shortfalls and proposed solutions addressing those shortfalls. Task activities will include detailed, structured technical analyses of the solution areas to evolve concepts and requirements while ensuring traceability to validated air traffic-related operational needs, as well as prepare for formal acquisition milestones for systems and services necessary to support UAS integration.

“We are proud to continue to leverage our engineering and technology expertise to provide the FAA ATO’s Strategy Directorate with world-class expertise focused on bridging the gap between emerging operational needs and concepts with future air traffic changes,” said Jason Cunha, CS’ aerospace division vice president.

Reston, Va. — September 9, 2020 — Concept Solutions, LLC today announced that it has been appraised at maturity level 3 for the CMMI Institute’s Capability Maturity Model Integration (CMMI)® for Development. The appraisal was performed by Norman Hammock of A1 Independent Consulting. The first appraisal for maturity level 2 was achieved in October 2009. Then in January of 2012, the company continued its process improvement strategy with an appraisal and rating at maturity level 3. This latest appraisal marks the 5th time Concept Solutions has acquired a CMMI maturity level rating and clearly demonstrates the company’s focus and dedication to its quality program.

Phong Mai, President and CEO stated, “Concept Solutions, LLC is a proud partner of the CMMI Institute. We have been using CMMI to help elevate performance for 10 years and have seen the value of the models to deliver measurable results for our clients as well as our own internal processes. We look forward to working with the CMMI Institute to extend the reach of the CMMI frameworks to enable our team and our customers to reach their goals.”

CMMI is a capability improvement approach that provides organizations with the essential elements of effective processes that ultimately improve their performance.

An appraisal at maturity level 3 indicates the organization is performing at a “defined” level. At this level, processes are well characterized and understood, and are described in standards, procedures, tools and methods. The organization’s set of standard processes, which is the basis for maturity level 3, is established and improved over time.

The recent national events highlighting racial injustice and tension in our society are heartbreaking and traumatic and we are saddened that it continues even today in our country. We at Concept Solutions (CS) are deeply disturbed and our hearts are heavy. We are a nation in anguish. We owe it to the diverse people who make up our company, our customers, and our country to listen, take a stand, support and speak up with positive action.

To our Black team members and families, we recognize your pain and feelings of fatigue over the injustices you and your family members have to face each and every day. We are proud that our CS family, employees and customers, is diverse and inclusive of our Black community. Our hearts break for the resilience you have required over our country’s history. We vow to ensure CS is a place of inclusion and solace for everyone.

Systemic racism is deep-rooted in our society which keeps the most disadvantaged and underprivileged people down. A problem of that magnitude requires an equally systematic approach to creating consistent and enduring impact. CS stands united to be part of the solution to change that.  Though CS is proud of the diversity throughout our company, we can always do better.  To make the available pool of candidates in our field better reflect America’s diversity, and being a company steeped in STEM capabilities, CS will provide a donation to National Action Council for Minorities in Engineering (NACME) to increase the proportion of Black young women and men in STEM careers.  Diversity is our strength, and cultivating an environment of inclusion, teamwork, and civility is our duty.

We hope that this letter opens the line of communication so that we can address the issues and have the difficult conversations, not shy away from them.
