Reston, Va. — March 3, 2020 — Concept Solutions, LLC (CS) is proud to announce its selection as a prime contractor on the U.S. Air Force’s Kessel Run project, an exciting and prestigious effort aimed at revolutionizing how the military branch deploys software in support of America’s warfighters.

“This is the hottest software engineering contract in the country right now,” said CS Executive VP & COO John Krahulec, referring not just to the platforms Kessel Run will support, but to the culture shift it represents both inside and outside the military.

Following the Oct. 9, 2019 award, CS joins the USAF and other tech companies at the Kessel Run Experimentation Lab in Boston, MA, which is managed by the Air Force Life Cycle Management Center’s (AFLCMC) Battle Management Directorate at Hanscom Air Force Base (AFB). There, civilian contractors will have the honor of working alongside the USAF’s best and brightest to modernize the legacy data support systems of the F-35 Lightning II Joint Strike Fighter.

At Kessel Run, the USAF has adopted modern software engineering principles more often ascribed to Silicon Valley, including: Agile, the Twelve-Factor methodology, Extreme Programming (XP) and Test Driven Development (TDD.) Small teams will work on a secure, rapid-prototype-friendly Platform-as-a Service (PaaS) provided by Pivotal Labs, unencumbered by the need to support their own development infrastructures. Kessel Run will deploy a Minimum Viable Product (MVP) as cloud-native microservices, application programming interfaces (APIs) and modern user interfaces at rates of three to four releases per day, refactoring legacy Air Force codebases bit by bit rather than forcing users to wait months for quarterly release cycles.

In other words, Kessel Run hopes to overcome the cumbersome U.S. Defense contracting processes that had kept critical military systems effectively stuck in the 1990s. Perhaps its first and most well-known success was in modernizing the USAF’s method for planning aerial tanker refueling operations (then accomplished using whiteboards, magnets, Excel spreadsheets and a VBScript) with a cutting-edge application called JIGSAW that did the job in a fraction of the time and “saved $250,000 in the first week” following its deployment, according to Krahulec.

The Next Generation Air Transportation System (NextGen) is the modernization of our National Airspace System (NAS). It is a comprehensive suite of upgrades, procedures, and technologies that improve every phase of flight and enable aircraft to move more efficiently from departure to arrival. Ms. Mohler was with the Federal Government for 23 years, most recently as the Director of the Federal Aviation Administration’s (FAA’s) Interagency Planning Office for the Next Generation Air Transportation System (NextGen), where she oversaw and executed the collaborative processes needed to ensure efficient coordination among all federal partners whose decisions impact NextGen. The federal partners include the National Aeronautics and Space Administration (NASA), and the Departments of Defense (DoD), Homeland Security (DHS) and Commerce (DOC), the FAA, as well as the White House Office of Science & Technology Policy, and the Office of the Director of National Intelligence (ODNI).

Previously, Ms. Mohler was Director of the FAA’s NextGen Performance and Outreach Directorate, where she delivered the agency’s annual NextGen Implementation Plan, as well as NextGen results by developing and delivering NextGen Performance Snapshots. In between her two executive roles for NextGen, she was the FAA’s acting Executive Director for Regions and Center Operations.

Ms. Mohler was also the Director of the FAA’s national plan for improving airspace and airport capacity, the Operational Evolution Plan (OEP), for four years. Additionally, she spearheaded the initial Airspace and Procedures Metroplex (OAPM) effort where she designed and tested a process to take a systems approach to performance-based navigation (PBN) initiatives and the design of airspace, providing a geographic focus to problem solving. This process is being used today for OAPM.

Prior to the FAA, she was with the U.S. Census Bureau for eight years where she implemented acquisition reform for conducting the Decennial 2000 Census.

She holds a Bachelor’s degree from the University of Maryland, an MBA from Johns Hopkins University, and a Certificate of Executive Professional Development from the Wharton School of Business.

Ms. Mohler is a private airplane pilot with instrument, land, and sea ratings and owns a single-engine plane.

Companies from across the state entered the two-part survey process to determine the Best Places to Work in Virginia. The first part consisted of evaluating each nominated company’s workplace policies, practices, philosophy, systems and demographics. This part of the process was worth approximately 25% of the total evaluation. The second part consisted of an employee survey to measure the employee experience. This part of the process was worth approximately 75% of the total evaluation. The combined scores determined the top companies and the final ranking. Best Companies Group managed the overall registration and survey process in Virginia and also analyzed the data and used their expertise to determine the final ranking.

The final rankings will be announced at an awards luncheon on January 28, 2016 at the Williamsburg Lodge in Williamsburg, VA.

RESTON, VA — September 5, 2012 – ConceptSolutions, LLC (www.Concept-Solutions.com), an information management and enterprise Web 2.0 technology consulting company serving government, military and commercial organizations, announced today it has been awarded a task order from the FAA’s Joint Planning and Development Office (JPDO) to provide program support, program management and enterprise integration support, and mission support services for the FAA’s Next Generation Air Transportation System (NextGen), an Air Traffic Management (ATM) modernization program. The five-year contract (including options) has a total value of approximately $20 million and follows a similar multimillion dollar JPDO contract the company won in 2007.

The JPDO is responsible for developing a framework for NextGen planning and development, identifying and prioritizing key multi-agency concerns and driving consensus in the development of investment choices and decisions. The office ensures efficient coordination between FAA, NASA, and the Departments of Defense, Homeland Security and Commerce. Under this task order, ConceptSolutions will support JPDO activities, including requirements development and documentation; process analysis, support, and implementation; office and infrastructure support; and communications. The task order was awarded under an FAA contract vehicle known as Electronic FAA Accelerated and Simplified Tasks (eFAST).

The goal of NextGen is to create a more flexible and scalable air transportation system by the year 2025 through the use of new technologies and capabilities. The system will be capable of handling new types of aircraft, new industry business models and the growing demands on capacity expected in the years ahead.
