Concept Solutions is seeking an experienced Program Manager to lead the delivery of enterprise IT support services across a geographically distributed federal program supporting marine and aviation operations.
This role holds single-point accountability for cost, schedule, quality, staffing, and customer satisfaction across multiple technical service areas, including cybersecurity, service desk support, network services, systems and cloud engineering, and software development. The ideal candidate has experience managing firm-fixed-price federal IT services contracts, leading multi-site teams, and delivering measurable performance against defined service levels.This position is contingent upon contract award and may require successful completion of customer-specific screening and clearance requirements.
- Serve as the single point of accountability for contract performance, cost, schedule, quality, and risk.
- Act as the primary interface to the government Contracting Officer, Contracting Officer’s Representative, and Task Manager.
- Develop and maintain the Program Management Plan, Staffing Plan, Quality Control Plan, and Communications Plan.
- Lead a geographically distributed team delivering cybersecurity, service desk, network, systems engineering, and software development services.
- Deliver monthly status reporting on completed work, performance metrics, staffing, risks, and issues, and lead recurring reviews with customer leadership.
- Manage staffing levels and assignments, balance workload across sites, and ensure continuity of support through personnel changes.

What we're looking for

- 8+ years leading and supporting teams, including federal IT program or contract management.
- Project Management Professional (PMP) certification.
- Demonstrated accountability for cost, schedule, risk, quality, and performance on a federal IT services contract.
- Experience managing IT service delivery against defined service levels and reporting measured performance to a government customer.
- Experience leading multi-site or geographically distributed teams, including staffing plans and workload balancing.

The Network Engineer will administer, operate, and maintain the network, performing infrastructure upgrades and improving both wired and wireless networks. Their primary responsibility will be configuring switches for hardware upgrades and traveling to facilities across the US to perform switch replacements and lifecycle management. This position is onsite.

- Perform infrastructure upgrades and improve the wired and wireless networks.
- Configure switches prior to shipment to sites; travel to sites and perform switch upgrades.
- Provide reporting details on project status to project coordinators and managers.

Concept Solutions is seeking a Network Engineer specializing in Firewall Support to join our Infrastructure Support Team supporting the Federal Aviation Administration (FAA) Infrastructure & Operations (I&O) Program. This position is part of the Networks Group and plays a critical role in protecting and securing the FAA's enterprise network infrastructure that supports thousands of users and mission-critical aviation systems across the National Airspace System (NAS).
The Firewall Network Engineer will support day-to-day operations, cybersecurity initiatives, and infrastructure projects focused on maintaining a secure, resilient, and compliant network environment.
Responsibilities
- Manage multiple Check Point Firewall clusters supporting the FAA Internet Access Point (IAP).
- Manage and support the Zscaler Zero Trust platform, including Internet Access (ZIA), Private Access (ZPA), and Digital Experience (ZDX).
- Implement and manage advanced security capabilities including Intrusion Prevention System (IPS), Anti-Virus, Anti-Bot, Data Loss Prevention (DLP), SSL Interception, and Identity Awareness.
- Monitor, prevent, identify, investigate, and remediate cybersecurity events and threats.
- Participate in annual security assessments, remediation efforts, and compliance activities, including POAM tracking and Trusted Internet Connection (TIC) compliance requirements.
- Support annual Cybersecurity Test Facility exercises, including the development and enhancement of incident response procedures.
- Manage traffic and audit logs for enterprise security systems and maintain historical data supporting Security Information and Event Management (SIEM) applications.

Concept Solutions is seeking a PKI Administrator to support one of the nation's largest enterprise Public Key Infrastructure (PKI) environments supporting the Federal Aviation Administration (FAA). This role is responsible for supporting enterprise certificate services, secure identity infrastructure, and Windows/Linux server environments that enable secure authentication across mission-critical systems.
As part of a collaborative infrastructure and cybersecurity team, you'll help maintain and enhance enterprise PKI services, support certificate lifecycle management, troubleshoot authentication issues, and ensure the availability and security of PKI platforms. This is an excellent opportunity for an experienced PKI professional looking to expand their expertise within a complex federal enterprise environment.
Enterprise PKI Administration
- Support enterprise Public Key Infrastructure (PKI) services across Windows and Red Hat Enterprise Linux environments.
- Administer certificate lifecycle activities, including issuance, renewal, revocation, validation, and troubleshooting.
- Support EJBCA administration and enterprise certificate services utilizing ACME, SCEP, OCSP, and CRL technologies.
- Assist with Hardware Security Module (HSM) administration, including Thales, Luna, or equivalent technologies.
- Troubleshoot certificate authentication issues and partner with cybersecurity teams to resolve PKI-related incidents.
- Support secure enterprise identity and authentication services across multiple business systems.
Systems Administration
- Administer Windows Server and Red Hat Enterprise Linux systems supporting PKI and identity services.
- Perform system patching, hardening, maintenance, and vulnerability remediation.
- Support IIS, Apache, and JBoss web and application services utilized by PKI platforms.
- Assist with Docker-based deployments and containerized infrastructure supporting enterprise applications.
- Support PostgreSQL and MariaDB databases used by PKI and identity services.
Operations & Collaboration
- Participate in system maintenance, upgrades, testing, and operational support activities.
- Develop and maintain technical documentation, operational procedures, and support documentation.
- Work closely with senior engineers, cybersecurity professionals, and FAA stakeholders to support secure enterprise services.
- Participate in continuous improvement initiatives to enhance reliability, automation, and operational efficiency.

What we're looking for
- Bachelor’s degree in Information Systems, IT Management, Business Systems, MIS
- 5+ years or an additional 4+ years of relevant experience in lieu of an BS degree
- Advanced experience supporting enterprise PKI services in large-scale environments
- Strong expertise with Windows Server, Red Hat Enterprise Linux, and secure systems administration

Concept Solutions is seeking an experienced Microsoft 365 Tier 3 Support Engineer with expertise in Exchange Online, Microsoft Teams, and Microsoft 365 Applications to join our team supporting the Federal Aviation Administration (FAA) Infrastructure & Operations (I&O) Directorate.
In this highly visible role, you will provide white-glove Tier 3 support to FAA executives and executive support staff while helping maintain the collaboration platforms that serve more than 60,000 FAA employees and contractors. You'll work with cutting-edge Microsoft technologies, AI-enabled tools, automation, and enterprise-scale collaboration services, partnering with Microsoft, engineering teams, and stakeholders across the organization to deliver exceptional customer experiences.
- Provide shift-based, white-glove Tier 3 support for FAA Executives and Executive support teams, including Executive Assistants and Executive IT support staff, resolving both routine and complex collaboration platform issues.
- Troubleshoot and resolve advanced issues involving:
- Microsoft Exchange Online and Outlook Web Access (OWA)
- Microsoft Teams
- Microsoft 365 applications (including Planner and Whiteboard)
- Integrated Power Platform solutions

- Google NotebookLM and related collaboration technologies
- Serve as the primary owner of complex support incidents by coordinating timely escalations to internal engineering teams, Microsoft, other technology vendors, and FAA support organizations while maintaining clear communication and visibility through resolution.
- Provide ongoing Tier 3 support for both executive and non-executive users.
- Create, review, update, and maintain support documentation, including Standard Operating Procedures (SOPs), Work Instructions, Knowledge Base Articles (KBAs), and Job Aids.
- Develop, maintain, and enhance scripts supporting operational processes.
- Identify opportunities to improve support workflows through automation and process enhancements.
- Document and present new issues, resolutions, and best practices to the broader support organization.
- Develop and maintain ServiceNow reports.
- Support Collaboration Services initiatives, projects, planned testing, and ad hoc operational requirements.
- Participate in rotating weekend on-call system checks as needed.
What we're looking for
We're looking for someone who combines exceptional technical expertise with outstanding customer service and communication skills.
- Bachelor’s degree in Business Management, Computer Science, or IT Management
- 5+ years of experience in Configuration Management, Change Management, or a closely related IT discipline
- Proven experience providing Tier 3 support to executive leadership.
- Experience delivering Tier 3 support in a large enterprise environment supporting at least 2,000 users.
- Advanced troubleshooting experience with Microsoft 365, including:
- Exchange Online
- Outlook Web Access (OWA)
- Microsoft Teams
- Microsoft 365 applications
- Demonstrated ability to own complex technical issues from initial investigation through full resolution.
- Experience coordinating ticket escalations with vendors and multiple IT teams in a large enterprise.
- Ability to communicate effectively with senior executives and their support staff.
- Excellent written, verbal, and interpersonal communication skills with the ability to work independently and collaboratively.
- Proven commitment to maintaining high levels of service availability and customer satisfaction.
- Strong analytical and troubleshooting skills utilizing a variety of tools, including AI technologies, to identify root causes, develop workarounds, and implement solutions.
- Experience developing and maintaining PowerShell scripts.
- Experience using Microsoft troubleshooting tools, including MFCMAPI.
- Experience identifying process improvements and automation opportunities.
- Ability to effectively manage multiple priorities in a fast-paced, dynamic environment.
