President and CEO
Phong is the President, CEO, and a co-founder of Concept Solutions, leading the company's growth initiatives across federal and commercial sectors. With a background that includes five years in finance at Dean Witter Reynolds, Inc., and six years in telecommunications IT consulting, he brings a blend of technical expertise and business acumen to the organization. Mr. Mai holds a Bachelor of Arts in Chemistry from Johns Hopkins University and a Master of Science in Finance from George Washington University. Additionally, he is an enthusiastic wine student, having attained the Wine and Spirit Educational Trust (WSET) Level Three certification.
EVP and Chief Operating Officer
John is the COO and a co-founder of Concept Solutions and has played a pivotal role in the growth and delivery since founding in 1999. He has been instrumental in the company's growth and service delivery, leveraging his expertise in information technology and forward-thinking management. John holds a Bachelor of Science degree in Management Science and Management from Virginia Tech. A lifelong car enthusiast, he believes that life is too short to drive boring cars and takes every opportunity to enjoy the road behind the wheel of something special.
EVP and Chief Information Officer
Todd serves as the CIO and is a co-founder. He drives Concept Solutions’ technology innovation and plays a pivotal role in aligning technological strategies with business objectives. A proud alumnus of James Madison University, Todd holds a Bachelor’s degree in Computer Information Systems. When he's not cheering on DC sports teams, Todd is busy embracing life as a proud girl dad to three daughters, perfecting his pickleball game, and indulging his passion for cars as an active BMW Club member.
Chief Growth Officer
As the CGO, Kevin drives the company’s growth based on his 20+ years in federal IT. He brings a depth of experience supporting small companies (Solers and LTU Tech) and large companies (Peraton and Deloitte). Kevin was critical in the growth, acquisition, and effective incorporation of Solers by Peraton. Kevin brings an expansive network across the DoD, FAA, and FBI as well as a high degree of technical expertise. He holds a Bachelor of Science in Engineering from the University of Virginia, and a Masters in Technology Management from Georgetown University. Kevin is an avid globetrotter who loves discovering new cultures and never misses a chance for a spontaneous weekend adventure.
Chief Technology Officer
Bill brings more than 30 years of IT experience across roles spanning software development, project management, operations, and solution architecture. He drives Concept Solutions’ innovation initiatives as the head of the Innovation Lab. Bill holds a Bachelor of Science in Psychology and a Master of Science in Industrial Systems Engineering: Human Factors Option from Virginia Tech. Outside of work, Bill enjoys cycling and kayaking locally in the DC area and traveling to ski, scuba dive, and experience other countries' food, history, and culture.
Chief Software Engineer
Mike brings extensive experience designing and developing web-based aeronautical information systems, NOTAMs, and GIS systems. He also brings extensive data engineering and management experience. In addition to extensive federal systems experience, he brings significant experience supporting commercial systems as the technical lead and designer for many content sites across AOL. Mike studied Information Systems Management at George Mason University.
Vice President, Aerospace
As the VP, Aerospace, Jason oversees the Concept Solutions Federal Aviation Administration (FAA) and adjacent services accounts. He has served as a Program Manager within the FAA on several highly visible and impactful projects, including those within NextGen and the Air Traffic Organization (ATO). Prior to that, He spent a decade in commercial and business aviation operations. Jason is a certified Project Management Professional (PMP), and earned a Bachelor of Science in Management and a Master of Science in International Commerce and Public Policy from George Mason University. When not leading aerospace programs, he enjoys spending time with his dog, family, and friends while embracing continuous learning—whether trying new culinary techniques, exploring museums, or reading.
Human Resources Director
As the Director of HR, Mandi oversees the HR and recruiting functions, including talent acquisition, employee relations, performance management, benefits administration, and compliance with labor laws and company policies. Mandi began her career in the US Army and has since gained over 20 years of Human Resources experience in Government contracting and commercial industries, supporting both large and small businesses. She brings extensive knowledge in employee relations, performance management and leadership development. Mandi is a Senior Certified Professional (SCP) from the Society for HR Management (SHRM) and holds a Bachelor of Business Administration and HR Management from American InterContinental University. She enjoys spending time with family and friends and when the weather is nice, spends most her time golfing or horseback riding.
Controller
Beth is the Controller at Concept Solutions, driving financial decision making in collaboration with senior leadership. With a background working with small and large government contracting firms, she brings extensive expertise in finance and accounting. Ms. Woodward holds a Bachelor of Arts in Accounting from Strayer University. Outside of work, Beth enjoys relaxing with her daughter and caring for her cats, who are always nearby to keep things entertaining.
